To grant the consent of Congress to an amendment to the compact between the States of Missouri and Illinois providing that bonds issued by the Bi-State Development Agency may mature in not to exceed 40 years.

Grants the consent of Congress to the amendment of the powers conferred on the Bi-State Development Agency by legislation enacted by the states of Missouri and Illinois requiring bonds issued by such Agency to mature not more than 40 years (currently, 30 years) after the date of issuance.

Reserves to Congress to right to require the Agency to disclose such information as Congress deems appropriate.
