Amends the Fish and Wildlife Improvement Act of 1978 to exempt the taking of migratory birds by indigenous inhabitants of Alaska for their own nutritional and other essential needs, as authorized by such Act, from the prohibition on taking migratory waterfowl under the Migratory Bird Hunting and Conservation Stamp Act.
