To create additional permanent and temporary judgeships for the eastern district of California, to provide for an additional place of holding court in the eastern district of California, and for other purposes.

Directs the President to appoint: (1) four additional permanent district judges for the eastern district of California; and (2) one temporary judgeship for such district.

Makes Bakersfield an additional place of holding court for the eastern district.
