Human Rights Council Funding Reform Act of 2007 - States that: (1) no funds appropriated or otherwise made available by any Act for FY2008 or FY2009 for contributions to international organizations may be made available for the United Nations Human Rights Council; and (2) such prohibition shall not apply for a fiscal year if the President certifies to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs that the provision of such funds is in the U.S. national interest, or the United States is a member of the Human Rights Council.
