Veterans Community Health Enhancement Act of 2008 - Requires the Secretary of the Treasury to transfer funds appropriated for FY2009 for the National Endowment for the Humanities and the National Endowment for the Arts to the Department of Veterans Affairs for the enhancement of services for veterans at community-based outpatient clinics.
