To amend the National Flood Insurance Act of 1968 to provide for adequate progress on the construction of a flood protection system to include the appropriation of at least 60 percent of the system cost from Federal, State, or local funds.

Amends the National Flood Insurance Act of 1968 to revise the requirements for determining a community's adequate progress on the construction of a flood protection system for flood insurance eligibility purposes. Permits the minimum 60% of system cost appropriation requirement to be met from federal, state, or local appropriations or funds otherwise made available (currently, only from federal appropriations).
