Farm Animals Anti-Cruelty Act - Subjects a person to specified civil and criminal penalties who: (1) kills, mutilates, tortures, or intentionally causes an animal held for commercial use pain or suffering; or (2) has responsibility for an animal held for commercial use and fails to provide it with necessary food, water, shelter, and health care.
Exempts from such provision the treatment of an animal held for commercial use: (1) in lawful scientific or agricultural research; (2) undergoing veterinary treatment; or (3) at a state or county fair, or at similar exhibitions.
States that any act in compliance with the Humane Slaughter Act is not prohibited under this Act.
