Amends the Harmonized Tariff Schedule of the United States to extend the suspension, through December 31, 2009, of the duty on Mixture (1:1) of polyricinoleic acid homopolymer, 3-(dimethylamino)propylamide, dimethylsulfate, quaternized and polyricinoleic acid.
