To amend the Consumer Product Safety Act to confirm the Consumer Product Safety Commission's jurisdiction over child safety devices for handguns, and for other purposes.
Amends the Consumer Product Safety Act to require the Consumer Product Safety Commission (CPSC) to initiate a rulemaking establishing a consumer product (child) safety standard for handgun locks.
