Prohibits the commercial harvesting of Atlantic striped bass in the coastal waters or the exclusive economic zone. Imposes penalties and allows civil forfeiture of vessels for violations.
Requires the Atlantic States Marine Fisheries Commission and the U.S. Fish and Wildlife Service Director to take actions reflecting the prohibition.
