A bill to authorize the President to promote posthumously the late Raymond Ames Spruance to the grade of Fleet Admiral of the United States Navy, and for other purposes.

Authorizes and requests the President to advance the late Admiral Raymond Ames Spruance to the grade of fleet admiral on the Navy retired list. Prohibits any increase in compensation or benefits due to such promotion.
