Amends the Intermodal Surface Transportation Efficiency Act of 1991 to designate Heartland Expressway from Denver, Colorado, through Wyoming and Scottsbluff, Nebraska, to Rapid City, South Dakota, as a high priority corridor on the National Highway System.
