Expresses the sense of the House of Representatives that the President should issue a proclamation: (1) calling upon the U.S. people to participate in a Town Hall meeting to discuss the new foreign policy doctrines of the President; (2) pledging that the President will preside over such meeting, answer the people's questions, and hear the opinions of the U.S. people on these matters of national significance; and (3) calling upon the local and national television and radio media to make available their broadcast capabilities to allow all Americans to participate in the Town Hall meeting.
