Law Enforcement Officers' Health Act - Provides for a ten percent reduction in funds under the Local Law Enforcement Block Grant Program for any entity that fails to have in effect throughout its jurisdiction the policy that: (1) there shall be a rebuttable presumption of service connection for any heart, lung, or respiratory disease resulting in the death or permanent incapacity of a public safety officer employed in that jurisdiction for at least five years who passed a physical exam prior to initial employment that revealed no evidence of such diseases; and (2) the officer shall be entitled to all benefits provided to other public employees in the jurisdiction for service-connected heart, lung, or respiratory disease, including retirement, disability, or workers compensation benefits. Directs that any funds not allocated for failure to comply be reallocated to entities in compliance with this Act.
