Local Property Tax Relief Act of 2003 - Makes additional appropriations for FY 2003 to provide for the full funding of the Individuals with Disabilities Education Act (IDEA) and the No Child Left Behind Act of 2001 (NCLBA, which amended the Elementary and Secondary Education Act of 1965).
Expresses the sense of Congress that the reduction scheduled to take effect on January 1, 2004, in the highest income tax rate should be postponed in order to raise revenues sufficient to offset the appropriations made under this Act.
