To amend the Migratory Bird Treaty Act to clarify that restrictions on baiting of migratory game birds do not prohibit the taking of a migratory game bird on or over manipulated re-growth of a harvested rice crop.
Amends the Migratory Bird Treaty Act to specify that the Act does not prohibit: (1) taking a migratory game bird on or over manipulated re-growth of a harvested rice crop; or (2) causing, inducing, or allowing a person to take or attempt to take a migratory game bird on or over manipulated re-growth of a harvested rice crop.
