Federal Facilities Locksmith Services Act of 2003 - Directs the Administrator of General Services to ensure that locksmiths who provide locksmith services in executive facilities are credentialed. Requires a locksmith, to be a credentialed, to: (1) be accredited by a nationally recognized agency or association; (2) satisfactorily undergo a background check conducted using the national criminal history background check system and criminal repositories of all States in which the locksmith has resided; and (3) satisfy established industry standards of professional education or training. Requires the Administrator to publish a list of nationally recognized accrediting agencies or associations that are determined to be reliable credentialing authorities.
