Instructs the Federal Energy Regulatory Commission to: (1) extend through May 30, 2005, the time period during which the licensee is required to commence construction of project numbered 11547-005; and (2) extend further, upon licensee request, the time period during which the licensee is required to commence the construction of the project for two consecutive two-year periods.
Requires the Commission to reinstate the license for such project as of the date it expired.
