Directs the Secretary of the Air Force to: (1) establish and maintain a memorial in honor of the victims of the accidental bombing of the James and Annie Bell Cosson home near Alaqua, Florida, on August 11, 1944, by an aircraft of the U.S. Army Air Corps, which killed Alfred, James, and Winnie Lee Cosson and James Cosson, Jr., and wounded five other family members; and (2) place the memorial at or in the vicinity of the home.
