Establishes the Commission on Medical Malpractice Insurance, which shall study the cause of rising medical malpractice premium rates set by insurance carriers in the United States. Requires the Commission to study: (1) the investment, accounting, and pricing practices of such carriers; and (2) jury awards in medical malpractice cases.
