Designates the building housing the regional office of the Department of Veterans Affairs in St. Petersburg, Florida, as the Franklin D. Miller Department of Veterans Affairs Regional Office Building.
Directs the Secretary of Veterans Affairs, on the first Memorial Day after such designation, to provide for an appropriate ceremony to honor Franklin D. Miller and to commemorate the designation.
