(Sec. 3) Requires the Secretary of Health and Human Services to award grants to public entities in areas directly affected by the September 11, 2001, terrorist attacks to address long-term mental health needs. Permits grantees to enter into contracts with private, nonprofit entities and utilize existing providers. Requires such grants to support outreach and supplemental treatment activities.
(Sec. 4) Permits the Secretary to waive otherwise applicable restrictions on supplemental funding for disaster-related scientific research projects.
(Sec. 5) Extends through FY 2005 the program assisting local communities in assisting children to deal with violence.
