Providing that it shall not be in order in the House of Representatives to consider certain funding measures for the United States Patent and Trademark Office.
Makes it out of order in the House of Representatives to consider any bill, joint resolution, amendment, motion, or conference report that makes funds available to the U.S. Patent and Trademark Office in amounts less than the total amount of patent and trademark fees collected by the Office.
