To amend the Fair Labor Standards Act of 1938 to prohibit the issuance of a certificate for subminimum wages for individuals with impaired vision or blindness.
Amends the Fair Labor Standards Act of 1938 to prohibit the Secretary of Labor from issuing a special certificate, which allows payment to handicapped workers of wages lower than the Federal minimum wage, to any individual by reason of that individual's impaired vision or blindness.
