Withdraws: (1) specified lands adjacent to Soledad Canyon Road in Los Angeles County, California, from the operation of Federal mining and mineral leasing laws; and (2) any attendant lease or permit issued by the Secretary of the Interior for mining on such lands. Mandates immediate cessation of all mining and related activities.
