To amend title 5, United States Code, to establish election day in Presidential election years as a legal public holiday by moving the legal public holiday known as Veterans Day to election day in such years, and for other purposes.
Amends Federal civil service law to: (1) make Veterans Day election day in presidential election years (the Tuesday next after the first Monday in November in 2004 and each fourth year thereafter); and (2) maintain the current November 11 Veterans Day as a legal public holiday in any other year.
Expresses the sense of Congress that private employers in the United States should give their employees a day off on the presidential election day as established by this Act to enable them to vote.
