Office of Federal Housing Enterprise Oversight Funding Reform Act of 2002 - Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to make funding available for the Office of Federal Housing Enterprise Oversight without reference to "the extent provided in appropriation Acts."
