To amend the Outer Continental Shelf Lands Act to protect the economic and land use interests of the Federal Government in the management of outer continental shelf lands for energy-related and certain other purposes, and for other purposes.
Amends the Outer Continental Shelf Lands Act to authorize the Secretary of the Interior (or the appropriate Secretary) to grant easements or rights-of-way on the outer Continental Shelf for activities that: (1) support exploration, development, production, transportation, or storage of oil, natural gas, or other minerals; (2) produce or support production, transportation, or transmission of energy sources other than oil and gas; or (3) use facilities for previously authorized activities.
Excludes any National Marine Sanctuary from application of this Act.
