To amend title 32, United States Code, to authorize the appointment of National Guard officers as commanders of units composed of both active duty military personnel and members of the National Guard in nonfederal status.

Authorizes the President to detail a commissioned officer of the National Guard called to active duty to command a unit composed of active-duty military personnel and members of the National Guard in non-Federal status. Excludes such officers from general and flag officer active duty end strength limitations.
