To require that United States assistance may be provided to the government of a foreign country only if a treaty of extradition between that country and the United States is in force, or the government of that country and the United States have entered into negotiations to conclude a treaty of extradition.
Authorizes the provision of U.S. assistance to a foreign country only if a treaty of extradition between such country and the United States is in force, or the government of such country and the United States have entered into negotiations to conclude such a treaty. Exempts humanitarian assistance from this requirement.
