To provide that Federal civilian retirees shall not be allowed to receive veterans' disability compensation while receiving retirement benefits, except to the extent that retired members of the Armed forces are allowed to receive such compensation while receiving military retirement pay.
Directs the Office of Personnel Management by regulation to provide the same treatment with respect to simultaneous entitlement for Federal civilian retirees who would be entitled to Civil Service Retirement and Disability Fund benefits and veterans' disability compensation as is currently provided for military retirees who would be entitled to military retirement pay and veterans' disability compensation.
Requires comparable regulations applicable to the Foreign Service Retirement and Disability System, the Foreign Service Pension System, and the Central Intelligence Agency Retirement and Disability System to be prescribed.
