Directs the Attorney General to pay to Patricia and Michael Duane, Gregory Hansen, Mary Pimental, Randy Ruiz, Elaine Schlinger, and Gerald Whitaker of California the sum each would have received if the Justice Department had properly processed his or her claim for restitution out of the funds of the second assets forfeiture sale for the losses resulting from Donald Bickerstaff's illegal acts.
