To amend title II of the Social Security Act to provide for payment of lump-sum death payments upon the death of a spouse.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require lump-sum death payments to the surviving spouse (regardless of whether or not the surviving spouse lived in the same household with the deceased eligible individual at the time of death), or child of the deceased eligible individual if there is no surviving spouse.
