To amend the Elementary and Secondary Education Act of 1965 to permit local educational agencies to use funds made available under the innovative education program to support certain community service programs.

Amends the Elementary and Secondary Education Act of 1965 to permit local educational agencies to use funds made available under the innovative education program to support community service programs under which qualified school personnel train and mobilize young people to strengthen their communities through nonviolence, responsibility, compassion, respect, and moral courage.
