K-12 language and literacy program.
The bill repeals the K-3 reading assessment and intervention program and establishes the Wyoming Language and Literacy Program to improve language and literacy skills for students from kindergarten through grade 12. It requires school districts to adopt comprehensive language and literacy plans that include evidence-based instruction, universal and dyslexia screening, diagnostic assessments, and individualized reading plans for students with reading difficulties or at risk for poor reading outcomes. The bill would also require school districts to report specified findings to the department no later than August 15. Additionally, the bill mandates professional development for educators, parental notification of student progress, and summer literacy camps or extended supports for districts with low reading proficiency rates. The state superintendent of public instruction is tasked with identifying approved screeners, assessments, instructional materials, and professional development requirements, as well as monitoring district compliance. Teachers must demonstrate literacy competency for licensure or renewal, and a reading specialist endorsement will be created. The bill also authorizes the creation of a literacy division within the Department of Education to oversee the program. The act is effective July 1, 2026.
