Title: Electric utilities and licensed suppliers of electricity; regional transmission entities.

Summary

Electric utilities and licensed suppliers of electricity; regional transmission entities; annual report. Requires each incumbent electric utility that is a member of or has established a regional transmission entity and each licensed supplier of electricity that is a voting member of a regional transmission entity to submit an annual report to the State Corporation Commission by February 1 of each year. Such report shall include (i) all recorded votes cast by the utility or licensed supplier during the immediately preceding calendar year; (ii) all votes cast by an affiliate of the utility or licensed supplier; (iii) a brief description explaining how each vote cast by the utility, licensed supplier, or its affiliate is in the public interest; and (iv) any actions taken by the utility, licensed supplier, or affiliate of the utility or licensed supplier, during the immediately preceding calendar year related to stakeholder processes conducted by the regional transmission entity to address critical issues of grid reliability, interconnection capabilities, and demand response management.
