Title: AN ACT to amend Tennessee Code Annotated, Title 33; Title 38; Title 52 and Title 55, relative to the department of safety.

Summary

This bill requires the department of safety to develop and design for a driver with a developmental or intellectual disability a blue envelope that holds the driver's essential documents, including a driver license, proof of insurance, vehicle registration, and contact card. Such blue envelop e must include communication guidelines on the exterior that are tailored to assist a law enforcement officer in recognizing a person with a developmental or intellectual disability and adapting the officer's approach when interacting with a driver with such disability. This bill requires the department of safety to develop and design for a driver with a mental illness a green envelope that holds the driver's essential documents, including a driver license, proof of insurance, vehicle registration, and contact card. Such green envelope must include communication guidelines on the exterior that are tailored to assist a law enforcement officer in recognizing a person with a mental illness and adapting the officer's approach when interacting with a driver with a mental illn ess. ENVELOPE REQUEST Beginning on January 1, 2027, this bill authorizes a person with a developmental or intellectual disability or a mental illness to request a blue or green envelope, as described above , from a driver services center or county clerk's office. The department of safety must ensure such envelopes are made available in each driver services center and county clerk's office in this state. RULEMAKING This bill authorizes t he department of safety to promulgate rules to effectuate this bill.
