This bill would establish a commercial reimbursement floor of 110% of the relevant Medicare price for primary care and mental health care professional services. It would limit the allowed amount that hospitals can charge to no more than 225% of the Medicare rate for the same service at the same hospital. It would limit the annual aggregate growth in facility prices to the Medicare Inpatient Prospective Payment System market basket index. It would require reasonable limitations on certain prior authorizations in order to access caps on service-level prices.
