Title: An Act to Authorize Municipalities to Form Community Choice Aggregation Programs to Procure Electricity

Summary

This bill would authorize municipalities and counties to form community choice aggregation programs to purchase electricity on behalf of participants. The programs would allow residents to opt out. The bill would also establish a purchase of receivables program requiring utilities to purchase the accounts receivable from community choice aggregation programs at a discount rate.
