AN ACT concerning the state budget; relating to full-time positions; requiring the head of each state agency to certify the number of full-time positions paid from the state general fund that have been vacant for more than 180 calendar days and lapsing each account of the state general fund that is appropriated for the fiscal year ending June 30, 2026, by the amount of the salaries and wages for such vacant positions.
