AN ACT concerning local government; relating to construction projects; providing for local government control over wages, compensation and benefits for construction projects; increasing the cost threshold for when the public bidding process shall be used to award such contracts; amending K.S.A. 12-16,132, 19-214 and 19-26,114 and repealing the existing sections; also repealing K.S.A. 12-16,131.
