Title: Law enforcement services in Indianapolis downtown.
Establishes a downtown district (district) within the city of Indianapolis. Provides that after December 31, 2026, the governor has the duty and responsibility to provide adequate law enforcement services within the district. Requires the governor and executive of the consolidated city and county to take steps to negotiate and execute a mutual assistance agreement. Provides that if an agreement is not executed, the state police department shall provide all law enforcement services within the district after December 31, 2026, and unless or until a mutual assistance agreement is executed.
