L. 1982, p. 4987), as amended, so as to rename the authority; to revise the membership and compensation of the authority; to provide for powers; to provide for enforcement; to provide for executions for rates and charges; to provide for definitions; to revise a short title; to provide for related matters; to repeal conflicting laws; and for other purposes.
