Summary

Existing law establishes the California State University, under the administration of the 25-member Trustees of the California State University, the California Community Colleges under the administration of the 17-member Board of Governors of the California Community Colleges, and the University of California under the administration of the 26-member Regents of the University of California, as the 3 segments of public postsecondary education in the state. Existing law, the Bagley-Keene Open Meeting Act, generally requires, with specified exceptions for authorized closed sessions, that the meetings of state bodies be open and public and that all persons be permitted to attend. The act also requires internet notice of meetings of state bodies and written notice to parties requesting written notice, and generally requires that the agenda for meetings provide an opportunity for members of the public to directly address the body on any item of interest to the public that is within the subject matter jurisdiction of the body. Existing law requires meetings of the Board of Governors to be open and public, and subjects meetings of the Trustees and Regents to the act, except as provided. This bill would require the California State University and the California Community Colleges, and request the University of California, to post on their respective governing body’s internet website the name, email address, telephone number, and mailing address of each member of the governing body, as specified, for conducting official business as a member of the governing body, and a short biography of each member. The bill would also encourage each member of those governing bodies to consider input timely provided to the governing body before voting on a matter at an open meeting of the governing body, as specified.
