An Act establishing a 30-day deadline for the payment of contracts under the State Procurement Code; establishing deadlines for the payment of grants, contracts, and reimbursement agreements to nonprofit organizations, municipalities, and Alaska Native organizations; relating to payment of grants to named recipients that are not municipalities; and providing for an effective date.

Urging the federal government to waive the new H-1B Visa fees for teachers in the state.

Urging the United States Congress to recognize public safety telecommunicators as first responders; and urging the United States Congress to pass the Enhancing First Response Act.

An Act relating to a permanent fund dividend for an individual whose conviction has been vacated, reversed, or dismissed; and relating to the calculation of the value of the permanent fund dividend by including payment to individuals eligible for a permanent fund dividend because of a conviction that has been vacated, reversed, or dismissed.

Supporting the continued development of the Alaska Liquefied Natural Gas Project; recognizing the importance of the Alaska Liquefied Natural Gas Project to the economy of the state, energy independence, and national security; and urging the United States Congress, President Donald J. Trump, Secretary of the Interior Douglas Burgum, and relevant federal agencies to take all necessary actions to expedite the success of the Alaska Liquefied Natural Gas Project.

An Act relating to inactive state accounts and funds; repealing the home ownership assistance fund; repealing the operating loss reserve account; repealing the public access fund; repealing the Southeast energy fund; repealing the Alaska Gasline Inducement Act reimbursement fund; repealing the child care facility revolving loan fund foreclosure expense account; repealing the tourism revolving fund foreclosure expense account; repealing the residential energy conservation fund foreclosure expense account; repealing the historical district revolving loan fund foreclosure expense account; repealing the Alaska temporary assistance program emergency account; repealing the 2001 Special Olympics World Winter Games reserve fund; and providing for an effective date.

Supporting a comprehensive energy and economic strategy for the state; urging the federal government to disburse previously appropriated funds for energy and infrastructure projects; affirming the principle of energy equity and committing to a future-oriented energy strategy for the state; encouraging state agencies to aggressively pursue opportunities to develop and process critical minerals; directing state agencies to coordinate energy and economic planning; and championing a unified voice in support of the state's full development potential.

An Act relating to energy; relating to regulation of residential solar energy generation and portable solar generation devices; relating to generation of electricity from diversified energy resources; relating to a diversified portfolio standard; relating to costs incurred by certain electric utilities for renewable energy and battery energy storage; relating to preapproval for large energy facilities; relating to the renewable energy grant fund; relating to the duties of the Department of Environmental Conservation; relating to the state energy policy; and providing for an effective date.
