Natural resources; conversion of oil and gas wells into alternative energy facilities authorized; lease of state lands for energy sources by Commissioner of Conservation expanded

Municipalities; business license for certain businesses in the building trade provided for

Nursing facilities, privilege assessments and surcharge on each nursing home bed, sunset clause removed

Emergency medical transport providers assessment, sunset clause removed

Hospitals, private hospital assessment and Medicaid funding program sunset clause removed.

Taxation; Energy use in commercial greenhouses, pivot irrigation systems, and poultry houses, exempt from utility gross receipts and utility service use tax

Solar farms; certain county commissions authorized to establish zoning requirements

Public Service Commission; number of commissioners expanded to represent congressional districts, phase-in by election provided, term of office revised, position of Secretary of Energy established as cabinet member, calculation of electric utility rates revised; rate hearings authorized

Solar power facilities; new facilities prohibited for one year

Solar energy; permit to operate solar energy projects required, decommissioning and restoration requirements established, operators required to establish bonds, restoration of abandoned sites provided, enforcement provided

Property Insurance and Energy Reduction Act; allow financing of projects through private funding

Relating to developing a comprehensive energy development policy and plan for the Office of Energy

Modifies provisions relating to tax credits
