Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 2009, the duty on aromatic polyisocyanate based on toluene diisocyanate (TDI) and hexamethylene diisocyanate (HDI) dissolved in n-butyl acetate (Desmodur HL).
