Domestic Consumer Safety Act of 2003 - Directs the Federal Trade Commission to make rules to assure that businesses in or affecting interstate or foreign commerce perform adequate and appropriate background checks on employees they send into people's homes. Sets a civil penalty of up to $1 million for violating such a rule.
