To express the sense of Congress that a uniform standard for declaring levels of alert in cases of emergencies should be developed for Federal agencies, and to require the Comptroller General to conduct a study of how such a uniform standard may be implemented.
Expresses the sense of Congress that a uniform standard for declaring levels of alert in cases of emergencies should be developed for, and implemented by, Federal agencies. Directs the Comptroller General to study and report to Congress on the systems under which Federal agencies declare levels of alert in cases of emergencies, including an appropriate uniform standard for such agencies for declaring such levels of alert.
