Elected as an Independent to the One Hundred Eleventh Congress, changed his party affiliation from an Independent to a Democrat on February 23, 2009, elected as a Democrat to the One Hundred Twelfth and to the six succeeding Congresses (January 3, 2009-January 3, 2025). Was not a candidate for reelection to the One Hundred Nineteenth Congress in 2024.
